About Us

The East Baton Rouge Parish Early Childhood Community Network (EBR ECCN) is a collaborative system of 170+ early education sites and community partners serving children and families across the Cities of Baton Rouge, St. George and Baker. Together, the Network implements the five key strategies outlined in Act 3 of the 2012 Louisiana Legislature to ensure that children enter kindergarten ready to succeed. Through strong cross-sector partnerships and a shared commitment to quality, the Network has demonstrated sustained progress in improving early childhood outcomes.

According to the most recent available data (2025–2026), As the second largest network in Louisiana serving 4,905 publicly funded children (excluding infants), there are 27 sites rated as Excellent, 97 sites rated as High Proficient, and zero as Unsatisfactory in the EBR ECCN.

Despite this success, significant gaps remain for children from birth to age three. While progress has been made since 2018–2019 in increasing enrollment in high-quality sites for infants and toddlers, only 11–29% of at-risk children in this age range are currently served. This access gap limits opportunities for early intervention during the most critical years of brain development.

Currently, to address the access gap, collaborations with our Ready Start Network and the EBRSS Foundation together with our local stakeholders and community supporters are taking strides to raise awareness and funds for state match.

Every family has the knowledge, ability and opportunity to access a variety of affordable, equitable and high-quality early education experiences that support kindergarten readiness, regardless of the resources they have or where they live within the East Baton Rouge Parish School District.

Families are engaged with high-quality customer service, a loving and safe environment and an easy-to-navigate enrollment process to help them identify the best options for their child.

Educators

Educators are deeply respected and attracted by a well-developed educator pathway program, a competitive compensation package and a professional development program of continous learning.

EBR REady Start Network

The EBR Ready Start Network is a strong collaborative with diverse and sustainable funding that brings together partners to expand access and coordinate funding, family and community engagement, and educator recruitment and development.
